The necessity to live in peace implies the development of skills, which are required to build a better society and construct a common future together, rather than waste energy and resources, fighting for differences inherited from the past. This cannot be achieved simply by decree, and it is a long and arduous process.
Mediation is more than a procedural tool or even a policy for increasing access to justice. Mediation has become a new way of participating in society.
In this sense, Chile, has opted for mediation, and ADR in general, not only as a public policy to diminish backlog in the courts, but also to reinforce the democratic commitment of all Chileans.
