Anastase Nabahire is currently serving as the Justice, Reconciliation, Law and Order Sector Secretariat Coordinator in the Ministry of Justice of Rwanda and the High Council of the Judiciary.

About Anastase Nabahire

Anastase Nabahire is a Government of Rwanda employee, who currently serves as the Justice, Reconciliation, Law and Order Sector Secretariat Coordinator. He is a member of the High Council of the Judiciary and is in charge of overseeing the development of the Rwandan Alternative Dispute Resolution Policy Initiative.

Working Experience

Anastase Nabahire has served the Rwandan Government, beginning in 2002, when he was appointed to join the then Public Prosecution Authority. He has since served in various official capacities, including:

  • Appointed as Prosecutor and served as Trainer and Mentor of the Community Service decentralized committees’ members (2002)
  • Appointed as Deputy Executive Secretary of the National Committee for Community Service as an alternative penalty to imprisonment for suspects of genocide against Tutsi who pleaded guilty and asked for forgiveness (2002-2011)
  • Appointed as Acting Commissioner of Production in Rwanda, Correctional Service (2011- 2012)
  • Appointed as Acting Commissioner of Finance and Administration in Rwanda Correctional Service and Correctional Service Spokesperson (2012-2014)
  • Appointed as Coordinator of the Justice, Reconciliation, Law and Order Sector Secretariat (2015 to date)
  • Designated by the Minister of Justice/Attorney General as the Representative of the Ministry of Justice in the High Council of the Judiciary (2015 to date)
ADR Achievements and Training

  • Awarded a Weinstein JAMS International Fellowship (2018)
  • Attended Transformational Mediation at Baltimore Mediation Center (2018)
  • Attended Mediation Training at the Institute of Legal Practice and Development, Kigali Campus (2016-2017)
  • Elected local leader and practicing family and community mediation (since 2016)
  • Completed training in early warning and mass atrocity prevention and is currently pursuing a course of study on the role of non-state actors in mass atrocity prevention at the Auschwitz Institute for Peace and Reconciliation

ADR Teaching and Mentoring
Has taught and mentored justice sector professionals on basic mediation skills and developed Terms of Reference for the development of a Rwandan Alternative Dispute Resolution Policy

Publications

Authored a study on “Analysis of the Sitting Heads of State Immunity vis-à-vis the International Criminal Justice Development. Case Study: Arrest Warrant of Omar Hassan Ahmad Al Bashir.” The study was submitted and presented for the award of a Master’s Degree in Public International Law, Kigali Independent University, Kigali (2014).
